One of this season’s most pervasive accents, fringe is busily shedding its flapper associations on everything from skirts to loafers. How to wear it with joy.

Sarah Christoph wasn’t about to wait for a special occasion to debut the short, black fringe dress she bought last month. Instead, the Palm Beach, Fla., copywriter chose a typical Monday morning to treat the world to its kinetic charms, first walking her daughter to school and then swishing over to a coffee shop where she spent five hours working, and occasionally swishing some more.

“Monday mornings are how they are,” said Ms. Christoph, 46, referring to the workweek’s typically downbeat start. The dress, with its fluttery streams of fabric, boosted her mood. “I love how fringe moves [and] feels,” she said. “It has a free-spirited fluidity to it.”

Whether in the form of long, dangling strands that wave and dance or short, textural wisps that lend whimsy to sleeves and hems, fringe has emerged as a prominent trend. …
